I am a nearby resident in Silver Peaks Lochbuie, writing regarding Project Silo / the Willard Property data-center proposal near WCR 4.

I have now reviewed City of Brighton public records obtained through CORA, including the January 2025 and July 2025 pre-application materials, the Planned Development and Subdivision materials, and the Silo concept plan.

Those records raise substantial questions that I believe residents deserve to have answered in writing before this project advances further.

The documents describe an approximately 155-acre development involving an eight-building data-center campus, electrical switching and customer-substation infrastructure, private roads and extensive new supporting infrastructure. The concept documents also depict a 230 kV line extension and four transformers identified as 200 MVA each.

City staff's own records already identify unresolved questions involving roadway construction, traffic, water and sewer capacity, cooling technology, raw-water dedication, utility extensions across property not owned by the developer, emergency access and coordination with Lochbuie.

I am not asking for talking points or a general description of the project. I am requesting specific, document-supported answers.

For each question below, please answer in writing. If the answer is unknown, please state that it is unknown and identify the person, agency, utility or applicant responsible for providing it. If a study or document exists, please provide it or identify where the public can obtain it.

1. **PROJECT IDENTITY, TIMELINE AND SITE SELECTION:** Who is the current landowner, developer, applicant, proposed data-center operator, end user, site-selection company, attorney, lobbyist, engineering firm and consultant associated with Project Silo? Is the ultimate data-center customer/end user currently known to Brighton? If known, when did the City first learn its identity? When was Brighton first contacted about this project, by whom, and for what purpose? Please provide a chronology of material meetings and contacts from the earliest communication through today. Did Brighton Economic Development or any City official recruit, market, recommend or assist in selecting this site? Why was this location considered compatible with a large data-center campus given existing and planned residential development around the property? What comparable Colorado data-center campuses were used by staff to evaluate appropriate setbacks, buffers, noise, lighting, utilities, traffic and emergency-response requirements? Were alternative sites considered or discussed? 
2. **WHAT EXACTLY IS BEING APPROVED:** Please identify the exact parcels, acreage and current zoning involved. What portions are currently Agriculture/Residential, Industrial PUD or another designation? What zoning changes are being requested? What is the maximum building square footage, building height, number of buildings and total impervious area permitted under the proposed Planned Development? What parts of the project will require public hearings before Planning Commission and City Council, and what later approvals will be administrative? Which material elements may change after Council approval without another public hearing, including building layout, utilities, substations, generators, cooling technology, roadways and the identity of the end user? 
3. **ELECTRICAL LOAD AND INTERCONNECTION:** What is the projected electrical demand at Phase 1 and at full build-out, expressed as peak MW and annual MWh? What is the projected IT load versus cooling and other facility loads? What power-usage-effectiveness assumption is being used? The concept plan depicts a 230 kV line extension and four 200 MVA transformers. Are all four transformers intended to carry simultaneous load, or is part of that capacity redundancy? What is the actual design load underlying those transformer sizes? What utility is expected to serve the campus? Has a formal load-service or interconnection request been submitted? If yes, on what date and for what MW? What is the proposed point of interconnection? What transmission lines, substations, switchyards or distribution infrastructure must be constructed or upgraded? Have feasibility, system-impact, facilities or resource-adequacy studies been completed? Please provide them. Who will pay for those upgrades? Will any portion be recovered from existing utility customers or taxpayers? What is the current peak electrical demand of Lochbuie and of the specific substation/feeder or service area that would serve this campus, and how does Project Silo's proposed demand compare? 
4. **TELECOMMUNICATIONS / FIBER INFRASTRUCTURE:** What fiber and telecommunications infrastructure currently exists at the property? Which carriers are expected to serve the campus? What are the proposed carrier interconnection points? How many physically diverse fiber routes will enter the campus? What conduit, fiber, vaults or other communications infrastructure will need to be constructed off site? Where will those routes run? Will construction require new public rights-of-way, easements, boring or trenching through existing communities or private property? Who pays for this infrastructure? What design network capacity or throughput is anticipated for an eight-building campus? If throughput is considered proprietary, please disclose at minimum the number of carrier paths, conduit capacity, route diversity and public infrastructure impacts. 
5. **WATER:** What is the projected average daily, peak daily and annual water demand at full build-out, including cooling, domestic use, landscaping and fire protection? Please provide annual demand in acre-feet as well as gallons. What cooling technology is proposed: air cooling, evaporative cooling, closed-loop liquid cooling or another system? What is the estimated water-use effectiveness and expected percentage of water recycled? Where will the water come from? What water rights or raw-water shares must be dedicated? Have those rights already been acquired? If not, from whom are they expected to be obtained? What drought-curtailment plan applies to this facility? Will the data center's cooling system be required to reduce consumption during drought or other water emergencies? 
6. **LOCHBUIE AND WASTEWATER:** The City's January 2025 PAC notes discuss a possible sewer connection into Lochbuie's wastewater system and specifically state that there was no flow data for the Homestead network at that time. Has that flow data now been obtained? What remaining capacity exists? Has Lochbuie formally agreed to accept any Project Silo wastewater? When was Lochbuie first contacted about this project, by whom and about what? Please provide all intergovernmental discussions or agreements involving wastewater, water, roads, trails or utilities associated with Project Silo. 
7. **WATER INFRASTRUCTURE:** City staff discussed potential connections to the 12-inch High Zone line near Homestead and a possible 20-inch High Zone line on WCR31 that the January 2025 notes stated was not yet constructed. What is the current infrastructure plan? What new mains, pump stations, storage, pressure zones or other improvements would be required? Who will construct them? Who will own them? Who will pay for them? Which easements or third-party properties would be required? 
8. **ROADS AND CONSTRUCTION ACCESS:** What is the official construction haul route from the highway system to Project Silo? How many heavy-truck trips per day are anticipated during peak construction? What routes will oversized transformers and other extremely heavy equipment use? Has a pavement and bridge/culvert capacity study been completed for those routes? City records state that portions of N. 50th Avenue and WCR 4/E. New Energy Drive would require construction or improvement. What exact improvements are required, from what point to what point? What will they cost? Who pays? Who owns and maintains each road segment after construction? What emergency-access redundancy will exist if one road becomes blocked? 
9. **JURISDICTION AND INTERGOVERNMENTAL COORDINATION:** The project records identify the property as within Brighton's jurisdiction but physically in Weld County. Please provide a jurisdiction matrix showing responsibility for land use, roads, utilities, emergency response, drainage, environmental review and infrastructure. Which agencies have been formally contacted, including Weld County, Lochbuie, Adams County where applicable, CDOT, School District 27J, fire authorities and utilities? On what dates were they contacted, and what comments did each provide? 
10. **TRAFFIC:** Has the required Traffic Impact Study been completed? If so, please provide it. What intersections were studied? What percentage of project traffic is expected to use Baseline Road, N. 50th Avenue, WCR 4/E. New Energy Drive and surrounding residential routes? What traffic signals, turn lanes, road widening or intersection reconstruction would be required? Who pays? 
11. **NOISE:** Has an independent baseline ambient-noise study been performed at surrounding residences and schools? Has a full operational acoustic model been completed for the campus? The study should include cooling fans/chillers, transformers, substations, electrical equipment, backup generators and generator testing, not simply average building noise. Please provide modeled daytime and nighttime levels at property lines and at the nearest residences and schools, including dBA, dBC and low-frequency/tonal components where applicable. Which Brighton noise standard will govern this Planned Development? What happens if actual operational noise exceeds modeled levels after construction? Who will conduct independent post-construction testing and enforce mitigation? 
12. **LIGHT POLLUTION:** Has a complete photometric study been completed? Please provide it. What are the projected foot-candle levels at every property boundary and nearest residential property? What are the proposed pole heights, fixture lumen outputs, color temperatures and shielding requirements? How much of the site, switchyard, substation and perimeter security system will remain illuminated overnight? What measures will prevent glare and skyglow? What Brighton lighting standard applies at property lines adjacent to residential uses? 
13. **GENERATORS, BATTERIES AND AIR QUALITY:** How many emergency generators are proposed, at what MW rating, using what fuel and with what on-site fuel-storage capacity? How many hours per year are they expected to operate for testing and emergencies? What air permits will be required? Please provide projected NOx, particulate matter, carbon monoxide, VOC and greenhouse-gas emissions. Will the facility contain large battery energy-storage or UPS systems? If so, what battery chemistry and quantity are proposed, and what thermal-runaway/fire-response requirements apply? 
14. **FIRE, HAZMAT AND EMERGENCY RESPONSE:** What fire-flow requirement has Brighton Fire Rescue established for this campus? Does the existing water system provide that capacity? What hazardous materials are expected on site? What specialized fire, HazMat or battery-response equipment will be required? Who will purchase it? What training will local first responders need? Who pays for that training and equipment? Please provide the non-security-sensitive portions of the site's emergency-response, disaster-recovery and continuity plan insofar as those plans affect public infrastructure, backup generation, fuel, emergency access, redundant electrical feeds or communications routes. 
15. **STORMWATER AND ENVIRONMENTAL IMPACTS:** What percentage of the 155-acre site will become impervious surface? What detention, water-quality and low-impact-development facilities will be required? How will the project affect the South Beebe drainage system? Have drainage, air-quality, wildlife, wetlands, groundwater, soil, construction-dust and environmental assessments been completed? Please provide them. 
16. **RESIDENTIAL AND SCHOOL IMPACTS:** What is the exact distance from each proposed data-center building, generator area, cooling equipment, switching station and substation to the nearest existing residence, planned residence and school? What setbacks and buffers are required? What analysis has been conducted concerning 24-hour noise, lighting, traffic and construction impacts on surrounding residential communities? Was School District 27J formally consulted? If yes, when and what was its response? 
17. **PUBLIC COST AND PUBLIC BENEFIT:** What tax incentives, rebates, abatements, infrastructure reimbursements, development agreements, public-financing mechanisms or other financial incentives have been discussed or proposed? What is the anticipated cost of roads, water, sewer, drainage, electrical, fire/emergency and other infrastructure required by the project, and what portion will be paid by the developer versus taxpayers or existing utility customers? How many permanent jobs are projected after construction? What is the projected annual property-tax, sales/use-tax and other revenue to Brighton, Weld County and other affected jurisdictions? Has a net fiscal-impact study been completed? 
18. **TRANSPARENCY AND NDAs:** Has the City of Brighton, Brighton Economic Development, any City employee, elected official, consultant or representative signed or agreed to any nondisclosure agreement, confidentiality agreement or confidentiality provision associated with Project Silo, the property, the developer, the prospective end user, a utility or site-selection company? If yes, identify every agreement, the parties, execution date, scope, expiration date and legal authority relied upon to keep information confidential. Please provide copies of all nonexempt portions. If no such agreement exists, please state that clearly in writing. 
19. **WHO KNEW WHAT, AND WHEN:** I am asking each individual Council member, not merely staff responding collectively, to state when they first learned of Project Silo or the Willard Property data-center proposal; who informed them; whether they received any private briefing, meeting, telephone call or written communication about it; and whether they have met or communicated directly with the developer, owner, consultants, prospective end user, utilities, attorneys, lobbyists or site-selection representatives. 
20. **EXECUTIVE SESSIONS AND PRIVATE MEETINGS:** Has Project Silo, the Willard Property, the prospective data-center operator, utility service, economic incentives, property acquisition or related matters ever been discussed in executive session? If yes, identify the meeting date, subject and statutory basis for the executive session. Identify all non-public meetings attended by elected officials or City staff involving this project. 
21. **GIFTS, MEALS, TRAVEL AND OTHER THINGS OF VALUE:** For transparency, regardless of the City's minimum legal reporting thresholds or applicable exceptions, I ask each Council member and relevant senior City official to disclose whether, since the earliest Project Silo contact, they have accepted any gift, meal, beverage, travel, lodging, ticket, entertainment, discount, reimbursement or other thing of value exceeding $25 from the property owner, developer, applicant, prospective end user, consultant, attorney, lobbyist, contractor, utility or any person acting on behalf of Project Silo. For every such item, please identify the donor, date, value and purpose. Please also identify any project-related meals or travel regardless of value. 
22. **CAMPAIGN CONTRIBUTIONS AND CONFLICTS:** Have any current Council members or their campaign committees received reportable campaign contributions from principals, employees, PACs or agents associated with the property owner, developer, applicant, consultants, attorneys, lobbyists, utilities or prospective end user? If yes, please identify the public campaign-finance filing containing the contribution. Has any elected official disclosed a financial, business, employment, property, family or other conflict of interest related to the project? Has anyone sought an ethics opinion or considered recusal? 
23. **REDACTIONS:** The released Project Silo records contain redactions. For each redaction, please identify the specific Colorado Open Records Act or other statutory exemption relied upon, the general nature of the information withheld and the custodian who authorized the redaction. Where a document contains both exempt and nonexempt information, please provide a version containing all reasonably segregable nonexempt material. 
24. **PUBLIC NOTICE AND NEIGHBORHOOD MEETINGS:** The City's own January 2025 pre-application comments state that a neighborhood meeting is required for a Planned Development. When was that meeting held? What geographic notification radius was used? Please provide the notice, mailing list, affidavit/proof of notice, presentation, attendance list, minutes, recording and all public comments. The July 2025 PAC notes state that an additional neighborhood meeting could be necessary if the Subdivision Plan was not included in the original meeting. Was another meeting required? If so, when was it held? 
25. **WHAT HAPPENS NEXT:** Please provide the current status of every Project Silo application, the remaining studies and submittals, every anticipated Planning Commission hearing, City Council hearing or vote, and every administrative approval remaining. Please identify which documents must be publicly available before each decision. 

Finally, please explain whether Council will ensure that the major technical studies discussed above, including water demand, electrical demand and interconnection, traffic, road improvements, acoustic impacts, lighting, drainage, emergency response and fiscal impacts, are available to the public before any discretionary Council vote on this project.

I respectfully request written responses before the next public hearing or Council action involving Project Silo.

If the City does not possess an answer, please state that plainly and identify who does.

This project is significant enough that residents should not have to reconstruct the basic facts through scattered records, redacted documents and word of mouth.
